Noelia holds an Erasmus Mundus Joint Master´s Degree in International Humanitarian Action at the University of Deusto and the University of Groningen with a specialization in Humanitarian Analysis and Intervention Design. Her current research focuses on humanitarian diplomacy and the importance of the role of non-state stakeholders in the negotiations held at international humanitarian organizations.

She also holds a Postgraduate Degree in Migrants and Refugees Protection at the University of Buenos Aires, a Postgraduate Degree in Humanitarian Assistance in Conflict Zones and Peace Mission at the University of the National Defense and a Bachelor's Degree with Honors Diploma in Political Science at the University of Buenos Aires. She is also a graduate of the diplomatic academy of Argentina.

She has worked as a diplomat in varied departments of the Ministry of Foreign Affairs of Argentina. In her last appointment, she was responsible for humanitarian affairs within the International Organization Department. She has previous experience in varied organizations working in developing countries.

In academia, she supports the research of the Centre for International Studies of the University of Buenos Aires advising on humanitarian issues.

She speaks fluent Spanish, English, Portuguese, French and Italian and has basic knowledge of Arabic and Chinese.
